If these are the rules for the draft
If a minor league player was drafted in the 2008 minor league draft, then dropped by an owner and still qualifies as a rookie, he is eligible to be drafted in the 2009 minor league draft.
Rookie Status:
Any player, not already on a Perfect Game League minor-league roster, with less than 130 AB's or 50 innings pitched.
Then why cant we add players who are ineligible for the minor league draft during the off-season.
