2.1 [WHEN] The annual minor league draft will take place on the ProBoards message board under the forum "Minor League Draft."
2.2 [WHO IS ELIGIBLE] Any player that has signed with a Minor league or Major League team and is not already on a Perfect Game League minor-league roster, with less than 130 AB's or 50 innings pitched.
----2.2a. If a minor league player was drafted in a previous seasons league draft, dropped by an owner and still qualifies as a rookie, he is eligible to be drafted in the 2009 minor league draft.
Rookie Status:
Any player, not already on a Perfect Game League minor-league roster, with less than 130 AB's or 50 innings pitched
2.3 [HOW] The draft will be a slow, "snake draft" conducted here on the website. The order of selection in the first round will be the previous year's final standings, in inverse order.
---2.3a[TIE BREAKER] In the event of a tie in the years final standing, Draft preference will go to the owner with the lowest final team batting average. If batting averages are the same, the draft preference will go to the owner with the higher final team ERA.

For example: if you have 5 vacancies on you minor league roster, you can only participate in the draft for 5 rounds. Your remaining 5 rounds will be skipped and the next selection will fall to the Owner with remaining vacancies. YOU CAN NOT TRADE SKIPPED PICKS. For example: if you have 5 vacancies on you minor league roster, you can only trade picks 1-5, Picks 6-10 can not be traded.
2.4 [TIME TO MAKE SELECTION] Each owner has 24 hours to make a legal draft selection with his pick in the round. After an owner makes a draft selection or 24 hours have passed (whichever comes first), the turn falls to the next owner in the queue, and the "clock" is reset. A owner that fails to make a legal draft selection in his 24-hour window still can make his selection at any time afterward, but prior to the start of the MLB season. If an owner does not make up the missed pick before his next pick comes around, he will automatically be skipped.
