6.1 [INACTIVE OWNERS] When, before or during the season, it becomes evident that an owner is neglecting either his team or league matters pending, the commissioner shall initiate attempts to contact the owner and learn more about the reasons for his absence. No owner shall be dumped from The Perfect Game League without cause. However, if it has become evident that an owner has abandoned his team, candidates will be sought to take over the ownership of the team.
6.2 [OFF-SEASON REPLACEMENTS] If owner-candidates are needed, the commissioner shall advertise for potential owners at the close of Yahoo! play. Other owners are also encouraged to solicit likely candidates from among friends, relatives, or owners in other leagues. The commissioner will review applicants and ask well-qualified individuals into the League. If more than one team is available, the commissioner will ask the chosen applicant to make a selection among the open teams. The selection of a team, once made, is final.
6.3 [SUSPENSION OF TRANSACTIONS] During the time that applicants are sought and chosen to become new owners, the commissioner can suspend the right to trade or release players. Once the full complement of owners is restored, the commissioner will announce the date when transaction privileges will be restored.
6.4 [RULE CHANGES] Votes to make changes may occur from time to time. In any vote to make, change or modify a rule, 2/3 owners of the League(10 votes), must agree on an issue for the change to occur. If the 2/3 votes is not reached, the rule will remain unchanged. In the best interest of the league the Commissioner has the authority to make Rule Changes or modification without holding a league vote and may only be overruled by a 100% vote by the remaining members.
